Constitution of Muncie Resists

Preamble

Muncie Resists fights against the destructive MAGA agenda and champions democracy through community, education, and advocacy.

Constitution: List

Article I: Names and Definitions

Section 1

Section 1: The name of this organization shall be Muncie Resists. setting policy positions for Muncie Resists.

Section 2

Muncie Resists is governed firstly and above all else by this document and thereafter by the Bylaws of Muncie Resists.

Section 3

A Member of Muncie Resists is one who has met one of the residency requirements, paid dues, and has expressed intent to associate themselves with Muncie Resists.

Section 4

An honorary member of Muncie Resists shall be defined as one who does not meet the definition of a Member but has contributed through efforts in support of the goals of the organization and has been awarded honorary status by the Steering Committee with simple majority approval vote by members of the committee.

Section 5

An Ally Member of Muncie Resists shall be defined as one who does not meet the definition of a Member but is committed to the goals of the organization and has expressed intent to associate themselves with Muncie Resists.

Section 6

The Steering Committee of Muncie Resists will serve the purpose of directing day-to-day operations and setting policy positions for Muncie Resists.

Article II – Steering Committee

Section 1

The Steering Committee shall consist of five members:

  1. General Chair;

  2. Vice Chair;

  3. Secretary;

  4. Membership Chair; and

  5. Communications Chair.

Section 2

The responsibilities of the General Chair shall include, but are not limited to,

  1. working with the Steering Committee to develop and execute a strategic plan that promotes the mission of Muncie Resists;

  2. presiding over all General Body and Steering Committee meetings;

  3. acting as the public face of organization; and

  4. coordinating jobs of other chairs.

Section 3

The responsibilities of the Vice Chair shall include, but are not limited to,

  1. managing all bank accounts, funds, and financial records;

  2. collecting all revenue and making all approved expenditures;

  3. generating an annual financial report; and

  4. presiding over meetings in the absence or inability of the General Chair.

Section 6

The responsibilities of the Communications Chair shall include, but are not limited to,

  1. maintaining the organization’s web and social media presence;

  2. acting as a liaison between Muncie Resists and members of the press; and

  3. developing media publications by means of photography, flyers, graphics, etc.

Section 7

The Steering Committee of Muncie Resists will serve the purpose of directing day-to-day operations and setting policy positions for Muncie Resists.

Section 8

The Steering Committee members shall serve one-year terms and will be elected by a majority vote of the general body.

Article III - Membership Eligibility

Section 1

As defined in Article I, Section 3, a member shall be any person who meets one of the following requirements:

  1. resides in the City of Muncie, Indiana, or the County of Delaware, Indiana;

  2. resides in 5th Congressional District; 

  3. resides in the 31st, 32nd, 34th, or 35th District of the Indiana State House of Representatives; and/or

  4. resides in the 25th or 26th District of the Indiana State Senate.

In addition to the requirements above, members must have paid any dues and fees in full.

Section 2

Annual dues are $20. Interested parties may apply for a scholarship to cover their dues, which will be funded by dues-paying members who agree to sponsor one or more scholarship members. Students are eligible for a rate of $10/year.

Section 3

This organization will not discriminate against any otherwise qualified individual on the basis of race, color, gender, sexual orientation, national origin, religion, age, veteran status, or disability.

Article IV - Membership Agreement

Section 1

Each Member, as defined in Article I, Section 3, in good standing, as defined in Article IV, Section 3, shall have the right to vote on issues brought before the general body at regular meetings.

Section 2

Each Member as defined in Article I, Section 3 shall have one vote.

Section 3

In order for a member to be in good standing, they must maintain regular attendance at general body meetings or Muncie Resists events. Members who are not in good standing are expected to recuse themselves from general body votes.

Section 4

Membership Revocation and Denial

  1. Membership may be revoked without mutual agreement for non-participation, misconduct, or violations of any provisions noted in the Constitution. 

  2. Membership may be denied on the basis of ineligibility and misconduct.

  3. Members will be notified in writing or by email of the possible revocation at least one week prior to the vote and will be allowed to address the Steering Committee or committee delegated by the Steering Committee in order to relate any relevant defense prior to the voting for removal. 

  4. Membership can only be revoked upon a 2/3 vote of the Steering Committee.

  5. Revocation of membership will be valid for one year or 365 consecutive days.

Section 5

Membership Revocation and Denial Appeal Process:

  1. Members and applicants will have three (3) business days to appeal the revocation. The appeal must be submitted in writing or by email to the Steering Committee.

Article V - Amendments

Section 1

Amendments to this Constitution may be proposed by any Member (as defined in Article I, Section 3) in good standing (as defined in Article IV, Section 3) of Muncie Resists for ratification.

Section 2

Ratification Process

  1. Proposed amendments must be submitted in written form to the Steering Committee.

  2. Members shall have the authority to approve the proposed amendment by two-thirds affirmative vote.

  3. If passed by a two-third vote of the membership, the Steering Committee shall then have the authority to approve or deny the amendment by a two-thirds affirmative vote.

Section 3

Once an amendment is ratified, it takes effect immediately unless otherwise noted in the amendment itself.
